MINUTE
MINUTE(date)
The minutes past the hour of a date, from 0 to 59, read in UTC wall clock as every date is. With HOUR it gives a time of day to the minute.

Examples
Formula=MINUTE([Start date])
The minutes past the hour the task starts: 0 for a task starting at 08:00.
Formula=HOUR([Finish date]) * 60 + MINUTE([Finish date]) <= 16 * 60 + 30
As a guardrail: tasks finish by 16:30.
