NOT

NOT(a)

Turns TRUE into FALSE and FALSE into TRUE, such as "has successors" from "has none". A blank stays blank: NOT of an unknown is still unknown, so it never turns a blank into TRUE. You can also write it before a condition without parentheses: NOT [Critical].

What does "NOT needs TRUE/FALSE" mean?

The value is a number, a date or text, and none of those is TRUE or FALSE. Compare it first: NOT([% complete] > 0).
